Offer a budget to the holders of a dead token. Each wallet that burns its bag is paid pro rata to its proven loss, never above your max rate. What is left returns to you. A 3% fee goes to the protocol vault. Testnet timings are shortened.

and at most 0 $… if few cross, streamed over 5m 0s. The cap per wallet is below 1 HYPE, so the figures use the cap.
